Difficulty is scored separately inside each country database, so these are not points on one scale — but the direction within each market is a like-for-like comparison, and it is not consistent. A phrasing rule learned in one country does not travel.
The trade is 300 searches a month, from 1,300 down to 1,000. In exchange the difficulty halves and the cost per click rises from $13.92 to $15.86. On any reading of those numbers the smaller term is the better target, and a site that built only for “agency” because it had the bigger number would be paying roughly double for a less valuable visitor.
Why we publish the gap rather than the winning number
It would be easy to put “17% difficulty” on this page and leave the 36% out. The gap is the useful part: it says the phrase you pick matters more here than the city you pick, and the only way to know which phrase is to measure both in the right database.
We made the database mistake ourselves earlier this month — comparing an Indian difficulty score against an American one and drawing a conclusion from it — and published the correction. The same discipline applies to phrasing: measure the exact words, in the exact market, and do not carry the answer across a border.
